It is perhaps unfortunate that Mr. Wright will receive somewhat greater proportionate rise than other officers in the service, but I do not think that it a sufficient reason for giving less than 35 percent on the $2400 salary.
However, we left the case of the Inspector of Schools to the discretion in par. 4 of despatch No. 1598/89-90, dated 18th June 1890.
